The Monkey Says: When The Book Stops Making Sense

"Sistem Jemaah Menteri di Kelantan telah diamalkan sejak pemerintahan Sultan Muhammad I. ..........blabla next paragraph,

Sultan Muhammad II pula telah membentuk Sistem Jemaah Menteri bagi melicinkan pentadbiran dan pemerintahan Kelantan."


Is it just me or does that part in my History textbook not make sense!!!!
Perhaps the authors, too, got confused which thus should be concluded that History textbook should be further summarized.
